The 5th Global Forum Against Genocide commenced today in Yerevan under the theme “Strengthening the Effectiveness of International Mechanisms for Early Warning and Early Response to Genocide and Other Atrocities.” The forum addresses the pressing need for proactive measures in preventing genocidal acts worldwide, especially in conflict zones.
During the opening speech, Foreign Minister Ararat Mirzoyan highlighted the tendency of the international community to react to genocides and mass atrocities only after their consequences become undeniable. He pointed to historical and recent examples, including the Armenian Genocide over a century ago and the alarming developments of the past year, which underscored the need for timely action against evident risks.
Mirzoyan noted the inadequacy of international institutions in responding to these risks, emphasizing that delayed reactions often lead to irreversible outcomes. He called for the development of effective mechanisms to prevent such events from recurring.
The forum aims to enhance international early warning and response mechanisms by drawing on diverse experiences and promoting the creation of practical solutions to tackle future challenges.
