Ararat Mirzoyan Addresses UN Human Rights Council: Armenia Reaffirms Commitment to Rights, Democracy, and Regional Peace
In a significant address to the 58th session of the United Nations Human Rights Council (UNHRC) on February 24, 2025, Armenian Foreign Minister Ararat Mirzoyan articulated Armenia’s steadfast commitment to upholding human rights, strengthening democratic institutions, and pursuing peaceful resolutions in a challenging regional environment. Mirzoyan’s speech underscored the critical role of the UN human rights framework in a world facing escalating conflicts and human rights violations, while also highlighting Armenia’s domestic progress and its proactive international engagements.
Armenia’s Democratic Trajectory and Institutional Reforms
Minister Mirzoyan proudly affirmed Armenia’s continued progress in bolstering its democratic institutions, even amidst regional complexities. He emphasized ongoing efforts to strengthen judicial independence, combat corruption, and foster a more equitable and just society. A key development he highlighted was the recent establishment of a national mechanism dedicated to reinforcing international accountability in human rights and ensuring follow-up actions. This mechanism is envisioned as a vital domestic tool to embed a rights-based approach across all policy domains, demonstrating Armenia’s commitment to internalizing international human rights standards. Furthermore, Armenia’s upcoming presentation of its 4th Universal Periodic Review, compiled through extensive consultations with state and non-state actors, reflects its dedication to transparency and engagement with international human rights review processes.
Global Forums and Armenia’s Role in Human Rights Advocacy
Armenia’s commitment to human rights extends beyond its borders, as evidenced by its active role in hosting international forums and initiatives. Mirzoyan highlighted Armenia’s hosting of the 5th Global Forum “Against the Crime of Genocide” in December of the previous year. This forum convened officials, experts, international organizations, UN Special Procedures mandate holders, and civil society representatives to address the role of small states in advancing genocide prevention, discuss UN early warning and rapid response mechanisms, and examine the roles of regional and global judicial bodies. Additionally, Armenia hosted the 8th Ministerial Meeting of the Forum of Ancient Civilizations, focusing on the protection of cultural heritage, further demonstrating its commitment to global human rights and cultural preservation agendas.
Armenia to Host COP17: Embracing Global Environmental Goals
Looking ahead, Mirzoyan announced Armenia’s pivotal role in hosting the 17th session of the Conference of the Parties (COP17) to the Convention on Biological Diversity. He emphasized Armenia’s prioritization of an inclusive COP, aiming for full and meaningful participation from civil society, scientific communities, indigenous peoples, local communities, women’s and youth organizations, and other relevant stakeholders. Armenia’s presidency of COP17 signals its dedication to global environmental goals and its commitment to fostering multilateral cooperation for sustainable development.
Regional Challenges and the Pursuit of Peaceful Resolution with Azerbaijan
Despite Armenia’s internal progress and global engagements, Minister Mirzoyan addressed the persistent challenges stemming from regional tensions. He noted that statements from Armenia’s eastern neighbor continue to undermine Armenia’s territorial integrity, even after mutual recognition based on the 1991 Alma-Ata Declaration. Furthermore, he raised concerns about ongoing sham trials in Azerbaijan against 23 arbitrarily detained Armenian individuals, conducted in disregard of fair trial standards. Mirzoyan referenced the UN High Commissioner for Human Rights’ missions to Armenia to gather information on the situation of over 115,000 ethnic Armenians, expressing hope that these findings will contribute to reconciliation efforts.
Armenia’s Commitment to Peace and Dialogue
Despite these challenges, Mirzoyan reiterated Armenia’s unwavering commitment to peace and stability in the region. He highlighted several constructive proposals put forth to Azerbaijan, including a Peace Treaty, the opening of transport infrastructure, mutual arms control and verification mechanisms, and a strategic agreement addressing all core issues. He expressed confidence that a constructive response, further engagement, and political will from both sides would significantly contribute to a new era of peace in the region, reaffirming Armenia’s readiness to turn the page on hostility and establish institutionalized peace.
