The Armenian government, during its December 27th session, approved several key amendments to the state housing support program for families forcibly displaced from Nagorno-Karabakh (Artsakh). Most notably, the deadline for submitting applications has been extended to December 31, 2025. This extension aims to broaden the program’s reach, ensuring that a wider range of beneficiaries, particularly families currently in the process of obtaining Armenian citizenship, can access vital housing assistance.
A significant clarification introduced by the amendments addresses the status of children born after the displacement. These children will now be automatically considered displaced if at least one of their parents holds displaced person status. Crucially, data identification for this group will not be mandatory within the database of individuals displaced due to the military actions in Nagorno-Karabakh, streamlining the application process and reducing bureaucratic hurdles.
The housing support program encompasses several initiatives already underway:
-The issuance of certificates for purchasing apartments or apartments in buildings under construction began on June 15th.
-The process for obtaining certificates for the construction of individual houses commenced on July 15th.
-Certificates providing support for existing mortgage repayments have been available since August 1st.
These changes aim to alleviate the social burden on displaced families and provide them with longer-term support. The program also facilitates the integration of these families into Armenia’s civil and social systems, considering their specific needs and circumstances. By simplifying the process and broadening eligibility, more families will be able to secure housing and rebuild their lives in Armenia.
