Dual Citizens’ of Armenia Driving Rights on the Verge of Change

The issue concerning the driving rights of dual citizens in Armenia appears to be nearing a resolution. Garnik Danielyan, a Member of the National Assembly, had raised concerns about Javakh Armenians holding dual citizenship who are being systematically fined for driving in Armenia with Georgian passports and driver’s licenses. According to the MP, numerous Javakh Armenians contacted him, bringing this situation to his attention.

The core problem stems from the fact that these individuals, while holding dual citizenship, enter Armenia using Georgian passports and driver’s licenses, leading to fines imposed by the Armenian Traffic Police based on current legislation.

Narek Sargsyan, the press secretary for the Ministry of Internal Affairs (MIA), confirmed in an interview with Armenpress that they are aware of the issue. He stated that the MIA is currently circulating a legislative initiative that would allow dual citizens to drive in Armenia for one month using a driver’s license from another country.

If adopted, this initiative would resolve a long-standing issue for Javakh Armenians. Those holding dual citizenship and using Georgian documents would no longer be fined within Armenia. This is a significant step, particularly for a community for whom Armenia is not only a historical homeland but also a connecting link between Armenians residing in different countries.

It is anticipated that these legislative changes will come into force soon. This will facilitate the movement of dual citizens within Armenia and contribute to their more active involvement in the country’s economic and cultural life. The changes will also contribute to strengthening Armenia’s international ties and increasing the country’s attractiveness for tourists.
