Israel Proposes New Ceasefire Terms for Gaza

In a renewed effort to halt the ongoing conflict in Gaza, Israel has submitted a new ceasefire proposal through mediators Egypt and Qatar. However, prospects for an agreement appear slim as Hamas has expressed strong objections to key elements of the proposal.

Key Elements of the Proposal

The Israeli proposal reportedly includes a 45-day temporary ceasefire during which Hamas would release half of the Israeli hostages it currently holds. In addition, Israel has called for the disarmament of Hamas as part of the next phase of negotiations. According to Egyptian state-affiliated Al Qahera News TV, mediators are awaiting Hamas’s formal response.

Hamas, however, has categorically rejected the disarmament clause. Senior Hamas official Sami Abu Zuhri stated, “Handing over the resistance’s weapons is a million red lines and is not subject to consideration, let alone discussion.” The group insists that any ceasefire agreement must include an end to Israeli hostilities and a complete withdrawal of Israeli forces from the Gaza Strip.

Hamas’s Response and Conditions

Hamas has indicated that it is studying the proposal and will submit its response “as soon as possible.” The group has reiterated its core demand for a comprehensive cessation of hostilities and the withdrawal of Israeli forces. According to sources close to Hamas, the group is prepared to release nine Israeli hostages in an initial phase, but only if Israel agrees to these conditions.

Hamas’s armed wing, the Al-Qassam Brigades, has also emphasized that disarmament is not negotiable. “Disarmament is not on the table and will not be discussed, now or in the future,” a Hamas source told Xinhua.

Israeli Position and Mediator Efforts

Israel has not issued an official comment on the reported proposal. However, Israeli media outlets have suggested that the government is unwilling to compromise on its objectives, which include restricting Hamas’s military capabilities and ensuring that any truce leads to disarmament. Israel has also tied the release of hostages to U.S. guarantees for the next phase of ceasefire discussions.

Efforts by Egypt and Qatar to mediate between the two sides have so far yielded no significant progress. Talks in Cairo on Monday ended without a breakthrough, and mediators have described the gaps between the parties as “significant.”

Humanitarian Crisis in Gaza

Meanwhile, the humanitarian situation in Gaza continues to deteriorate. Since Israel restarted its military offensive in March, over 1,500 Palestinians have been killed, according to Gaza health authorities. Hundreds of thousands have been displaced, and the enclave remains under a blockade that restricts the entry of essential supplies.

Residents in Gaza have expressed despair over the ongoing conflict. Nader Abdul Karim, a displaced resident now living in a UNRWA shelter, said, “We had hoped this round of talks would result in a truce, but our hopes are fading. Every day, we fear becoming part of the rising death toll.”

Salha Abu Rahmi, another displaced resident, lamented, “The negotiations are happening far from us, and every time they fail, we face more bombing. We are the ones paying the price.”

Outlook for a Ceasefire

The path to a ceasefire remains fraught with challenges. While mediators continue their efforts, the fundamental disagreements between Hamas and Israel show no signs of resolution. Hamas’s insistence on an end to hostilities and Israeli withdrawal contrasts sharply with Israel’s demand for disarmament and the elimination of Hamas’s military capabilities.

As the conflict drags on, the humanitarian toll on Gaza’s civilian population grows increasingly severe. Without a breakthrough in negotiations, the prospect of a lasting truce appears distant.
