The Armenian Football Federation (HFF) has taken a significant step in supporting its domestic football clubs by allocating UEFA solidarity payments for the 2023/24 and 2024/25 seasons. During the Executive Committee’s latest meeting on January 9, the distribution methodology for these funds was finalized, aiming to enhance club development and infrastructure. This initiative not only reflects the HFF’s commitment to promoting football in Armenia but also aligns with UEFA’s broader goals of fostering solidarity across European football associations.
he funds were distributed based on indicators set during the 122nd meeting of the FFA Executive Committee on December 27, 618, considering the following criteria:
Clubs in the Armenian First League receive no less than 10% and no more than 15% of the total allocated funds.
The difference between the highest and lowest amounts allocated to Armenian Premier League clubs cannot exceed 50% of the highest allocation.
The funds for the 2023/2024 UEFA solidarity allocation were distributed according to the following criteria:
Participation in FFA-organized youth tournaments: up to 30%.
Existence of a club academy or football infrastructure: up to 20%.
Status as a regional club: up to 20%.
Implementation and compliance with a youth football development program aligned with FFA’s national program: up to 30%.
Based on these indicators, the FFA Executive Committee allocated the UEFA solidarity funds for the 2023/2024 season as follows:

Noah FC: €110,000

For the 2024/2025 season, the FFA Licensing Department proposed distributing UEFA’s solidarity fund share (€2,823,000) in accordance with UEFA Circular No. 66. Key considerations included:
Solidarity funds for Armenian Premier League clubs will be distributed equally.
Clubs participating in UEFA group stages or the Armenian Army Club (BKMA) will not receive solidarity funds.
All clubs met the FFA’s licensing regulations and submitted approved youth football development programs along with the minimum required legal documentation.
In accordance with UEFA’s new guidelines, up to 15% of the total solidarity funds could be distributed equally among the Armenian First League clubs. This allocation was approved with the written consent of at least 75% of Armenian Premier League clubs.
The 2024/2025 UEFA solidarity fund consists of two components. The first portion (€2,823,000) will be received and distributed by the FFA by March 31, 2025. The second portion will be allocated in June-July 2025, with the amount determined after the end of the 2024/2025 season.
Based on these considerations, the FFA Executive Committee decided to allocate the 2024/2025 UEFA solidarity payments as follows:
