The FIFA Best Women’s 11 was determined through a voting process that combined the choices of fans and a panel of football experts. Once the polls closed, votes from both groups were merged, with each carrying equal weight regardless of the number of voters in either category.

Players earned points based on the number of votes received for their respective positions within each voting group. The team selection followed a clear positional format to ensure balance and fairness.

The initial selection included the top nine players who scored the highest points across the following positional breakdown: one goalkeeper, three defenders, three midfielders, and two forwards. Subsequently, the two outfield players with the highest scores, who had not yet been selected, were added to the team. This inclusion respected a positional cap of four defenders, four midfielders, and three forwards.
