As part of the “Pilot Program for Increasing Productivity” approved by the Government of Armenia on August 22, 2024 (Decision N 1392-L), the process of state-supported artificial insemination of cows has been launched. The program aims to enhance livestock productivity by ensuring access to insemination services and providing financial compensation.
The state plans to implement artificial insemination for 12,640 cows in 2025, offering partial compensation for the services: 10,000 AMD per insemination, of which 5,000 AMD will be covered by the state budget, with the remaining cost borne by the livestock owner.
Artificial insemination services will be provided in the following regions:
- Aragatsotn: 2,910 cows
- Gegharkunik: 3,500 cows
- Shirak: 3,220 cows
- Syunik: 1,600 cows
- Tavush: 1,410 cows
Announcements inviting applications for insemination services will be published on the official websites of regional administrations starting December 1, 2024, for the 2025 program.
Program Requirements and Conditions
Community leaders will sign contracts with organizations that apply within five business days after the application deadline, ensuring the use of high-quality semen and proper insemination procedures. If multiple organizations apply in the same community, the number of cows to be inseminated will be evenly distributed among them.
Given the seasonal nature of calving, 60% of the annual insemination activities are planned to take place during the first and second quarters of the year.
According to Article 24 of the program, priority will be given to livestock owners who receive social assistance or are disabled veterans from combat duty or operations. These individuals must own up to 10 cows eligible for insemination.

Organizations providing artificial insemination services for cows can submit applications through the official websites of regional administrations as soon as the announcements are published. The application process allows service providers to contribute to the development of agriculture and promote productivity growth in rural communities of Armenia.
Effective implementation of this program relies on cooperation among local governments, livestock owners, and service providers. This initiative is designed to support agricultural development and enhance productivity within the sector.
