Victims of the HelloBit Case Launch Protest Demanding State Accountability

Cases of investment and digital fraud in Armenia have increased significantly in recent months, leaving many citizens unprotected in the face of state inaction. Dozens of individuals have reported losing substantial funds to fraudulent schemes, yet their complaints have not been examined thoroughly or impartially by state institutions. According to testimonies, the issue is not limited to a single platform or company but reflects deep structural weaknesses in the national oversight mechanisms.

Many victims report encountering unprofessional and dismissive attitudes from state officials during the complaint process. They describe questions and comments that undermine their dignity and distract from the purpose of proper legal examination. This approach has further weakened public trust in state institutions and allowed fraudulent operations to grow without adequate supervision.

The Public Oversight NGO has announced a protest scheduled to take place on November 19, 2025, at 12:00, in front of the Prosecutor General’s Office of Armenia. The action aims to demand full and objective investigation of investment and cyber fraud cases, examination of potential state negligence and recognition of the rights of victims. During the protest, participants will also be able to personally file crime reports, initiating criminal proceedings and securing the legal status granted by law.

The organization has stated it will provide comprehensive support to all victims in drafting and submitting complaints and official reports. Their demands include stronger investigations into fraudulent schemes, improved financial and cybersecurity oversight, and clear accountability for the harm inflicted on citizens. The NGO calls on the public to join the protest and insist that the state fulfill its responsibility to protect its citizens effectively and not merely formally.
