Ocampo Sees Clear Possibility for Armenians’ Return to Artsakh Amid Genocide Allegations

Luis Moreno Ocampo, former Chief Prosecutor of the International Criminal Court, expressed his strong belief that the Armenian population of Artsakh has clear opportunities to return to their homeland. He shared this view during an interview with “Armenpress” as part of the 5th Global Forum Against the Crime of Genocide.

Ocampo emphasized that the possibility of Armenians returning to Artsakh cannot be ignored, stressing the importance of persistent effort. “You lose the day you stop fighting,” he said, highlighting that Azerbaijan’s recognition of Armenians’ rights in Artsakh provides a foundation for continuing the struggle for their return.

Addressing the events of 2023 in Artsakh, Ocampo stated that they meet the criteria of genocide. He explained that genocide extends beyond mass killings, citing the blockade of the Lachin Corridor, the mass exodus of the entire population, and the severe psychological harm inflicted on Armenians as defining elements of genocide. These actions, he noted, create conditions aimed at the destruction of a group.

Ocampo stressed that these events necessitate international intervention to protect individuals and restore their rights.

Reflecting on the historical issue of the Armenian Genocide, Ocampo remarked that Armenians are fighting not only for justice but also for the preservation of memory. He highlighted Armenia’s role in demonstrating the importance of such efforts on a global scale.

When asked whether Turkey might eventually recognize the Armenian Genocide, Ocampo suggested that dialogue with Turkey’s younger generation, which differs from previous ones, could open pathways for discussion. He emphasized the need for an inclusive and explanatory approach to engage Turkey in addressing this issue.

In conclusion, Ocampo turned his attention to the current situation surrounding Artsakh, specifically the fate of 23 Armenians detained in Baku. He described them as hostages, pointing out that their detention sends a message of deterrence to those who might wish to return to Artsakh. Ocampo called on the international community to take urgent action to protect these individuals and support the broader rights of Armenians seeking to return to their homeland.
