The proposed spending covers a wide array of essential services, ranging from arterial road restoration to the maintenance of aging utility systems and public recreational facilities.
Targeting Infrastructure Growth in a Expanding City
As Surrey continues to see significant demographic shifts, the pressure on municipal infrastructure has intensified. The council’s agenda includes a $4.37 million contract with Amrize Canada Inc. focused on paving 17.6 lane-kilometres of arterial and collector roads. According to city planning documents, this project targets eleven key locations across north and south Surrey, with the goal of improving transit flow and safety by September. A separate $1.7 million contract with GB Paving Ltd. is also slated for review, specifically addressing localized road degradation and utility trench maintenance.
Balancing Utility Reliability and Public Safety
The proposed investments also prioritize long-term utility resilience. Scott Neuman, Surrey’s general manager of engineering, confirmed that a $2.2 million contract with Mar-Tech Underground Services Ltd. has been proposed to rehabilitate nearly 4,000 meters of deteriorating sanitary sewer systems in the northern sector. This, alongside a $330,535 initiative for the installation of 73 speed humps in school and park zones, reflects a concentrated effort to mitigate the risks associated with an aging urban core while accommodating a higher density of students and families.
Recreational Investment for Social Cohesion
Beyond physical infrastructure, the council is evaluating a $3.7 million, three-year contract with Tide’s Out Services Ltd. to manage the city’s eight municipal outdoor pools. Laurie Cavan, general manager of parks, recreation, and culture, highlighted that these facilities serve as critical community hubs. With over 7,500 registrants for swim lessons in 2025 alone, the city views these recreational assets as essential for maintaining social cohesion in an increasingly diverse urban landscape. Additionally, a $583,683 contract with Cascadia Sport Systems is proposed to modernize arena boards at the South Surrey Arena, home to several local youth and junior hockey programs.
The scale of these investments indicates a strategic pivot toward proactive maintenance, suggesting that city officials are prioritizing the preservation of existing social and physical capital to maintain stability amidst the rapid transformation of the metropolitan area.
