At its December 19 session, the Armenian government approved a decision titled “On Establishing the Procedures for the Donation and Transfer of State-Owned Property and the Privatization of Dormitory Housing Stock Managed by State and Budgetary Institutions, and Assigning Authority to the State Property Management Committee of the Ministry of Territorial Administration and Infrastructure to Accept Donations.”
This decision introduces a unified legal framework to define the composition of state property eligible for donation or transfer, the entities involved, and the conditions and circumstances under which such donations and transfers can occur.
According to the government’s rationale, the unified framework aims to enhance the efficiency of state property management while addressing social and housing issues for the population. This streamlined approach is expected to simplify the management of state property and ensure that it serves its intended social and economic purposes more effectively.
The adoption of a unified legal act signifies an important step in improving the governance of state assets, promoting transparency, and addressing pressing social challenges related to housing and public welfare.
