270 Families Receive Certificates for Housing Support Under Program for Displaced Persons from Artsakh

Artsakh Displaced Citizens 2025

The housing support program for forcibly displaced persons from Artsakh (Nagorno-Karabakh) has already issued certificates to 270 families. These certificates can be used for purchasing or constructing a home, or for repaying existing mortgage loans. The initiative is ongoing and offers financial support ranging between 2 to 5 million AMD per family member.

Eligible participants are those displaced after September 27, 2020, who hold Armenian citizenship, do not own property, and are not beneficiaries of other state housing assistance programs for displaced persons or border communities.

The program is implemented in three phases:

  1. Phase 1: Priority is given to families with three or more minor children wishing to purchase or construct a home; families with two minor children wishing to construct a home; families with members who are deceased, disabled (1st or 2nd group), or primary caregivers, seeking to purchase or construct a home; families with existing mortgages, where assistance will be used for loan repayment; and any other family composition deemed creditworthy, provided they secure an additional loan from the bank for at least 50% of the support amount.

Applications can be submitted via the online platform at https://housing.socservice.am/.

This housing assistance initiative is part of the Ministry of Labor and Social Affairs’ ongoing efforts to address the housing needs of displaced families and ensure long-term stability.
