Armenia’s Electric Vehicle Import Surge: Quota Nearing Limit in Early 2025, Signaling Green Transportation Shift

Armenia is experiencing a significant surge in electric vehicle (EV) imports in the early months of 2025, with import figures rapidly approaching the annual quota established by the Eurasian Economic Commission (EEC). Data released by the State Revenue Committee of Armenia on February 24, 2025, reveals that nearly 5,000 electric vehicles have already been imported into the country, highlighting a notable acceleration in the adoption of electric mobility within Armenia. 2025 Electric Vehicle Import Quota: Framework and Distribution

In November 2023, the Eurasian Economic Commission set a quota for zero percent import customs duty on electric vehicles classified under EAEU HS code 8703 80 000 2 for 2025, capping it at 8,000 vehicles for Armenia. The Armenian government, through Decree N 1876-N dated November 28, 2024, further distributed this quota into two distinct categories, aiming to balance the interests of established dealerships and broader market accessibility:

  • Dealer-Distributor Allocation: A quota of up to 3,000 electric vehicles was allocated for entities importing EVs under dealership-distributor agreements directly with car manufacturers. This measure is designed to support established automotive businesses and facilitate imports through official channels.
  • Open Market Allocation: A larger quota of up to 5,000 electric vehicles was designated for importers not included in the first category, encompassing individual importers and other businesses. This allocation aims to encourage wider participation in EV imports, potentially fostering competition and catering to diverse consumer needs.

Rapid Quota Consumption: Import Statistics as of February 2025

The State Revenue Committee’s report indicates a swift consumption of the allocated quotas within the first two months of 2025:

  • Dealer Imports: As of February 23, 2025, 426 electric vehicles, representing approximately 14% of the 3,000-vehicle quota, were registered by entities operating under dealer-distributor agreements.
  • Open Market Imports: A significantly larger number, 2,499 electric vehicles, or about 90% of the 5,000-vehicle quota, were imported by entities outside the dealer network, including individuals.

These figures demonstrate that a substantial portion of the total 8,000-vehicle quota has already been utilized, particularly within the open market category. At this rate, the overall quota is likely to be fully exhausted well before the end of 2025.

 

Factors Driving the EV Import Surge and Future Prospects

Several factors may be contributing to this rapid increase in electric vehicle imports into Armenia. The zero import duty policy is undoubtedly a primary driver, making EVs more affordable for Armenian consumers.
