Khachaturyan and Türk Meeting and the Unresolved Issues of Displaced Artsakh Residents

President Vahagn Khachaturyan of Armenia met with UN High Commissioner for Human Rights Volker Türk during his working visit to Switzerland to discuss programs addressing the needs of forcibly displaced individuals from Artsakh.

Despite significant government funding and publicized initiatives for these programs, numerous displaced citizens continue to voice complaints about unresolved issues. Many have raised concerns regarding the lack of access to financial and social supports, pointing to poor program management and a lack of transparency as primary reasons.

The presence of substantial investments at the state level does not guarantee the proper and fair allocation of these resources. According to several experts, these programs carry corruption risks that hinder the provision of real support. For instance, some displaced individuals have reported that the programs largely remain on paper or that services are inaccessible to the majority.

During the meeting, the president presented reforms being implemented by Armenia, but these steps are clearly insufficient to provide comprehensive solutions. The deficiencies in government programs further deepen social injustice, necessitating reviews and the elimination of corrupt practices.

To address these issues, it is essential to enhance transparency and accountability in program management. Additionally, increased oversight of funds provided by international organizations and donors, along with more precise reporting requirements, could improve the situation.

Neglecting the rights and needs of displaced individuals from Artsakh could severely damage public trust in the government, which has already declined in recent years.
