The 2025 social support program for forcibly displaced persons from Artsakh will continue to provide financial assistance to those who met the eligibility criteria of the 2024 program. This article outlines the details of the updated program, including the support amounts and eligible groups.

Who Will Be Eligible for the Program?

In 2025, the program’s beneficiaries will include:

  • Participants of the one-time 100,000 AMD assistance program;
  • Individuals displaced after the 2020 war and registered in the Operative Headquarters’ database as residents of Artsakh living in Armenia as of September 19, 2023;
  • Newborns or children born into displaced families from Artsakh.

Exclusion: Those who only received the 10,000 AMD component of the 40,000 + 10,000 AMD program will not qualify for the updated program.

Support Amounts in 2025

  • January to March: 50,000 AMD per month.
  • April to June: 40,000 AMD per month, available to the following groups:
    • Individuals with severe or significant disabilities (1st or 2nd category);
    • Individuals aged 63 and older;
    • Dependents receiving pensions or allowances due to the loss of a breadwinner;
    • Children under 18 years old.
  • July to December: 30,000 AMD per month, available to the same groups of beneficiaries.

Additional Program Details

  1. Obtaining Armenian citizenship will not affect eligibility if beneficiaries meet the program’s criteria.
  2. No new application is required if beneficiaries are already receiving support under the 40,000 + 10,000 AMD program.
  3. Beneficiaries of the Artsakh housing support program may qualify if they have not received or used a housing certificate by July 1, 2024.
  4. Owners of a single property can qualify if the per-person living space of their property is less than 20 square meters.

Suspension of Support

  • Support may be suspended if a beneficiary temporarily leaves Armenia during 2025.
  • Beneficiaries may reapply for support upon returning, provided the absence did not exceed 9 days in any given month. Applications can be submitted via the online platform: https://rent.socservice.am/.
