The Ministry of Education, Science, Culture, and Sport of the Republic of Armenia (MESCS) has introduced a significant draft proposal for public discussion, aimed at addressing the shortage of teaching staff in community pre-school educational institutions. The draft proposes establishing a procedure to compensate transportation costs for pedagogical staff of pre-school institutions located in regional communities.

Who Benefits and What are the Conditions?

According to the draft, transportation cost compensation will be provided to pedagogical staff of pre-school institutions in the regions of Armenia who meet certain criteria. The main condition for eligibility is working in a pre-school institution located at a distance of 5 km or more from their actual place of residence and working at least 0.5 full-time equivalent (FTE). Crucially, institutions that already have transportation means on their balance sheets and receive compensation from the state budget for fuel, driver salaries, or other transportation expenses will not be beneficiaries of this program. This indicates that the compensation is specifically targeted to support teachers who currently bear commuting costs out of their own pockets.

Compensation Amounts and Calculation Principles

The compensation amount is planned to be differentiated based on the availability of transport routes in a given area. If only a minibus route is available, the compensation amount will be equal to the fare set for minibus routes. If both minibus and bus routes are available, the bus route fare, which is generally higher, will be applied. The third, more nuanced scenario arises when both minibus and bus routes are absent in the community. In such cases, compensation will be calculated at a rate of 25 AMD per kilometer, but not less than 200 AMD, calculated for a round trip for each day of attendance. If the number of commuters from a given locality to a given institution does not exceed 4, each employee will be allocated 1000 AMD, which will be distributed equally among them. In all these scenarios, the maximum monthly compensation threshold is capped at 20,200 AMD, and the number of working days eligible for compensation is limited to 250 per year.

Project Goal and Potential Impact

The MESCS views the primary goal of this initiative as filling the gaps in professional staff within pre-school educational institutions. The ministry notes that there are currently about 450 unfilled positions nationwide due to a lack of qualified specialists. It is anticipated that partially compensating transportation costs will stimulate the interest of teachers to work in regional pre-school institutions, particularly in rural communities where staffing shortages are most acute. By alleviating the financial burden of commuting, the proposal aims to make teaching positions in regional pre-schools more attractive to qualified professionals.

Public Discussion and Next Steps

The Ministry invites interested organizations and citizens to actively participate in the public discussion of the draft and submit their proposals and comments on the Unified Website for Publication of Draft Legal Acts until March 26 inclusive. Following the public discussion phase, the draft will be summarized, revised if necessary, and submitted to the government for approval. This public consultation underscores the government’s commitment to inclusive policy-making and incorporating stakeholder feedback in this important initiative to support pre-school education.
