This includes control over national security, law enforcement, border control, customs, taxes, and the right to enforce all Armenian laws, safeguarding its sovereignty throughout the project’s lifecycle.

Balancing Efficiency and Sovereignty: The “Front Office – Back Office” Model

To enhance efficiency while rigorously upholding Armenia’s sovereignty and jurisdiction, the TRIPP framework introduces an innovative “front office – back office” operating model for border and customs operations. This model leverages digital tools to facilitate unimpeded connectivity, ensuring that international standards for border management are met while adhering to the principles of the August 8th declaration.

The “front office” functions will be handled by private operators contracted by the TRIPP Development Company. These operators will provide customer-facing services, including initial document collection for verification, information and guidance to users, and fee collection and payment processing on trade and transit. It is vital to note that taxes, customs duties, and other mandatory fees due to the Republic of Armenia will be remitted directly to the state budget in accordance with applicable legislation and fiscal procedures.

Conversely, the “back office” will remain firmly under the purview of Armenian state authorities. Armenian customs and border officials will exercise all sovereign authority, making final customs decisions and clearances, conducting security screening and enforcement, immigration control, and law enforcement actions. They will also be responsible for issuing permits and authorizations, and performing inspections and examinations. The framework establishes clear lines of authority: front office operators facilitate, they do not decide. Armenian officials will maintain a physical presence in all Armenian border and customs facilities, ensuring no outsourcing of sovereign functions. This model underscores Armenia’s absolute and non-negotiable sovereignty and jurisdiction over border and customs operations.

The United States intends to facilitate comprehensive training and capacity building for Armenian border and customs personnel, subject to the availability of appropriated funds. This support will cover modern customs techniques, technology systems operation, risk assessment and intelligence analysis, professional integrity and ethics, and international exchange programs, further strengthening Armenia’s institutional capabilities.
