He suggested that these assets could potentially be used for espionage, though he did not provide specific evidence for the claim. Scott’s comments come amid a broader push by U.S. officials to decouple from Chinese supply chains and bolster domestic manufacturing.

Trade Policy and Institutional Frameworks

The warnings follow significant developments in U.S.-China trade relations. The Trump administration has proposed new tariffs ranging from 10% to 12.5% on imports from 60 economies, including China, citing concerns over forced labor practices. U.S. Trade Representative Jamieson Greer emphasized that current trade disparities disadvantage American workers. Simultaneously, a new agricultural agreement has been brokered, requiring Beijing to purchase $17 billion in U.S. farm products annually through 2028. To manage these complex shifts, the two nations have established the U.S.-China Board of Trade and the U.S.-China Board of Investment.

Communist Party Membership Trends

In China, the Communist Party (CCP) announced that its membership reached 101.29 million as of December 31, 2025. Despite this figure, the annual growth rate slowed to 1%, the lowest level in five years. Data indicates an aging demographic within the party, with members over 61 now comprising 29.5% of the total, while the youth cohort under 30 has slightly declined. These statistics coincide with President Xi Jinping’s ongoing anti-corruption campaign, which saw nearly 1 million party members face disciplinary penalties last year.

Diplomatic Engagement

While trade tensions persist with the U.S., Beijing continues to focus on its regional alliances. Zhao Leji, chairman of China’s National People’s Congress Standing Committee, met with Cambodian Senate President Samdech Techo Hun Sen in Beijing on June 25. The two leaders reaffirmed their commitment to an “all-weather community with a shared future,” focusing on legislative cooperation and strategic coordination.
