Election Tensions Stalling Gaza Roadmap

President Trump’s special envoy, Jared Kushner, has directly linked the stalled rehabilitation efforts in the Gaza Strip to the upcoming Israeli elections. Speaking at a conference in Kyiv on Sunday, Kushner remarked that while the U.S. and Israel share an understanding of the desired “end state” for the region, domestic political pressures in Israel are creating obstacles.

“They just have a crazy election, and that makes them a little irrational in certain regards,” Kushner stated, marking a rare and candid public critique of Prime Minister Benjamin Netanyahu’s government. Israel is scheduled to hold elections in late October, with current polling indicating a highly competitive race between Netanyahu and his political opponents.

Security and Reconstruction Deadlock

The U.S.-led effort to disarm Hamas and facilitate international investment into Gaza remains paralyzed by disagreements over the proposed security roadmap. A U.S. official familiar with the matter told CBS News that Washington is particularly concerned by Israel’s failure to provide necessary guarantees for a proposed independent police force. This security architecture is intended to operate independently of Hamas, paving the way for a technocratic government supported by the U.S.

Beyond security, the official noted that Israel has not met commitments to allow the entry of essential materials for reconstruction projects. Conversely, Israeli officials have expressed skepticism regarding Hamas’s willingness to relinquish its arsenal, maintaining that military leverage must be preserved until the group is genuinely disarmed.

Conflicting Perspectives on Demilitarization

The current impasse is further complicated by ongoing military operations. Nickolay Mladenov, a senior diplomat on the Board of Peace, warned the United Nations in late August that continued Israeli airstrikes in Gaza are counterproductive. According to CBS News, Mladenov argued that these strikes delay demilitarization and obstruct the transition to civilian governance.

Israel maintains that its near-daily airstrikes are essential to prevent imminent threats to its soldiers and to foil Hamas’s attempts to regroup. While the Board of Peace’s proposed plan calls for a reciprocal process of Hamas disarmament and gradual Israeli withdrawal, Prime Minister Netanyahu has rejected the roadmap, insisting that no withdrawal will occur until Hamas is fully disarmed.
