President Donald Trump announced that Elon Musk has restored Ukraine’s full access to the military-grade version of Starlink, more than a week after front-line drone pilots first experienced connectivity restrictions. Musk’s SpaceX firm operates the Starlink network, which has become a vital operational backbone for Ukrainian forces. Speaking to reporters on Thursday, Trump declined to specify whether he had personally asked Musk to reverse the limitations, stating simply: “Bottom line, he put it back,” as reported by Newsweek.
Despite the White House’s assertions, Ukrainian sources maintain that speeds above 160 kilometers per hour (100 miles per hour) on the Starshield network remain restricted. These limits continue to impact Kyiv’s tactical capacity to execute strikes against Russian targets and defend major population centers from incoming drone attacks. Serhii Beskrestnov, a Ukrainian presidential adviser, noted on Friday that while the system occasionally exceeds previous speed caps, officials have not confirmed that all constraints have been lifted.
Conflicting Accounts of Restrictions and Intelligence Flows
Anonymous U.S. officials previously told Newsweek and other outlets that the Pentagon received White House directives to limit Starshield speeds for the Ukrainian military. Meanwhile, Elon Musk stated that Starshield systems are “owned and controlled” by the U.S. government, implying that any operational speed or usage limits are dictated by the U.S. military and the presidency. Both the Trump administration and U.S. officials have denied initially ordering restrictions on connections or choking off early warning intelligence regarding Russian ballistic missile strikes.
The disruptions emerged as relations between Washington and Kyiv face mounting strain amid high domestic fuel prices in the U.S. and a lack of tangible progress toward a negotiated peace deal ahead of midterm elections. Ukrainian President Volodymyr Zelensky suggested last weekend that the restrictions served as a diplomatic signal from Washington. In March 2025, the Trump administration similarly withheld military aid and intelligence to pressure Ukraine into negotiations.
Strategic Vulnerability and Alternative Options
The current dispute underscores Ukraine’s heavy reliance on American technological and military infrastructure. Ukrainian forces utilize the general Starlink constellation for essential communications and data transfers, while deploying the specialized Starshield network for drone operations and precision targeting up to 125 miles behind the front lines.
With no immediate, equivalent domestic or European alternative currently available, Ukrainian officials are exploring diversification strategies. Kyiv announced on Thursday that it intends to increase its utilization of Finland’s satellite capabilities as European nations slowly work to develop independent space architectures and reduce long-standing defense dependencies on the United States.
