The Armenian education system is in a phase of continuous development and reform. The government, recognizing the importance of education for the country’s future, is implementing a number of programs aimed at the professional development of teachers, improving their working conditions, and attracting young professionals. The effectiveness of these programs is evidenced by the positive changes recorded in the education system in recent years.

In the 2023-2024 academic year, about 3,300 new teachers entered schools, which testifies to the effectiveness of programs aimed at increasing the attractiveness of the teaching profession. According to the Minister of Education, Science, Culture and Sports, Zhanna Andreasyan, about 56 percent of these teachers are in rural schools, and most of them are young professionals. This trend speaks to the fact that the policy implemented by the state is aimed at the implementation of not only quantitative, but also qualitative changes in the education system.

An important step towards improving the quality of education is also the reform of the teacher categorization system. In the near future, category documents will be accepted only electronically, which is important both from the point of view of resource saving, and taking into account that there is already enough data in the education management information platform. Submitting electronically will reduce the volume of documents to be submitted and avoid duplication for teachers. The change makes it possible for the commission, considering the compliance of the documents submitted by the teacher, to be authorized to award the appropriate category.

An important change is also the regulation on providing additional payment in the case of combined work. The requirements for the courses have also been clarified, which, according to the minister, were previously more vague. These changes aim to make the process of teacher certification and categorization clearer and more efficient, as well as to promote their professional growth.

One of the most important directions of the development of the education system is the increase in teachers’ salaries. According to Zhanna Andreasyan, at this time there are more than 1,600 teachers in the system who receive 300-400 thousand drams salary, and more than 560 teachers who receive 400 thousand drams and more. These teachers are mainly those who have both voluntarily certified and received a category. Increasing salaries is not only an incentive for teachers, but also an important prerequisite for improving the quality of education.

The reforms implemented in the education system are multifaceted and cover the issues of teacher training, certification, categorization and salary increase. This comprehensive policy is aimed at improving the quality of education and contributes to the implementation of positive changes in the education and upbringing of the younger generation. The interconnectedness of these initiatives—attracting new teachers, improving the categorization process, and raising salaries—creates a synergistic effect. Higher salaries attract more qualified individuals to the profession, while a streamlined and transparent categorization system incentivizes professional growth and recognizes expertise. The influx of new, often younger, teachers brings fresh perspectives and energy to the educational landscape, further contributing to a dynamic and evolving system.

However, the success of these reforms hinges on several factors. Sustained funding is crucial to maintain competitive salaries and support ongoing professional development opportunities. Continuous evaluation and adaptation of the programs are necessary to ensure they are meeting their intended goals and addressing the evolving needs of the education system. Furthermore, fostering a supportive and collaborative environment within schools is essential to empower teachers and maximize their effectiveness. This includes providing adequate resources, mentorship programs, and opportunities for collaboration and knowledge sharing among educators.

The long-term impact of these reforms will depend on the continued commitment and investment in the education sector. While the initial results are promising, it is crucial to maintain momentum and address any challenges that may arise. A well-educated populace is the cornerstone of a thriving society, and the Armenian government’s focus on improving the quality of education is a vital investment in the country’s future. By empowering teachers, fostering innovation, and creating a supportive learning environment, Armenia is laying the foundation for a brighter tomorrow. The emphasis on attracting young professionals to the field is particularly important for ensuring the long-term health and vitality of the teaching profession, as it guarantees a continuous influx of new ideas and approaches. This intergenerational exchange of knowledge and experience is vital for the continuous evolution and improvement of the education system. Ultimately, the success of these reforms will be measured by the improved educational outcomes for students and their preparedness for the challenges and opportunities of the 21st century.
