Recognizing Operational Excellence
Minister for Defence Chan Chun Sing presented the Singapore Armed Forces (SAF) Overseas Service Medal (OSM) to 39 personnel at a ceremony held at the Central Manpower Base this week. The awards recognize the recipients’ professionalism and commitment during overseas deployments, which span humanitarian assistance, counter-terrorism, counter-piracy, and maritime security operations.
The ceremony was attended by senior SAF leadership, including Chief of Defence Force Vice Admiral Aaron Beng, Chief of Army Major-General Cai Dexian, and Chief of Navy Rear Admiral Sean Wat. The OSM is reserved for personnel who have rendered distinguished service in support of international peace, security, and humanitarian efforts.
Strategic Value of Deployments
Addressing the recipients, Minister Chan emphasized that overseas deployments serve as a critical benchmark for the SAF’s operational readiness. “When others look at the SAF and make a judgement on whether we can perform up to the task, they look not just at how we train every day — they look at how we perform under real operational conditions,” he stated.
Among the highlighted operations were humanitarian relief missions in the Middle East, including airdrop operations coordinated with international air forces to deliver supplies to Gaza. Mr. Chan noted that these missions, characterized by their complexity and urgency, demonstrate the SAF’s ability to execute high-stakes tasks in challenging environments.
Balancing Risk and Readiness
Minister Chan underscored that every overseas deployment is the result of a “very considered decision,” balancing inherent operational risks against Singapore’s broader strategic objectives. Beyond the immediate mission outcomes, these deployments allow the SAF to strengthen international partnerships and acquire operational knowledge that contributes to continuous institutional improvement.
“We are never complacent that we are the best, or that we have achieved all that we set out to achieve,” the Minister added, noting that the exposure to multinational collaborations is essential for the SAF to maintain its competitive edge on the global stage.
