German federal prosecutors have formally accused Ukrainian “state authorities” of orchestrating the 2022 sabotage of the Nord Stream gas pipelines, marking a significant escalation in a case that threatens to strain relations between Berlin and Kyiv. The indictment, filed this week at a regional court in Hamburg, identifies a former Ukrainian army officer as the lead operative in the operation.
The Indictment Details
The suspect, identified in German media as Serhiy Kuznietsov, was arrested in Italy in August 2025 and extradited to Germany in November. Prosecutors allege that Kuznietsov, then an active officer in the Ukrainian military, led a team of divers, a skipper, and an explosives expert to destroy the subsea infrastructure linking Russia to Germany. According to the federal prosecutor’s office, the group entered Germany in September 2022 using forged passports and chartered a yacht, the Andromeda, from a Rostock-based company to transport military-grade explosives (HMX and RDX) to the site near the Danish island of Bornholm.
Prosecutors have charged Kuznietsov with war crimes involving an attack on a civilian object, causing an explosion, and disrupting public services. The indictment explicitly states that the plan was devised “on the orders of state authorities in Ukraine” with the aim of permanently halting gas supplies to prevent Russia from using energy revenue to finance its invasion.
Geopolitical and Domestic Stakes
The revelation comes at a delicate time for Germany, which has become Ukraine’s largest national military backer. While President Volodymyr Zelenskyy noted that Kyiv has yet to receive full details of the indictment and is awaiting further information, the political implications in Germany are immediate. The far-right Alternative für Deutschland (AfD) party, which leads in national opinion polls, is expected to leverage these findings ahead of the September elections to challenge ongoing German military aid to Ukraine.
