A major office-to-residential conversion project in Midtown Manhattan is under investigation following a near-catastrophic structural failure. Engineers and investigators are now confirming that critical steel reinforcements, mandated by city-approved design plans, were never installed in the building formerly known as the Pfizer headquarters.

The 37-story structure, currently being converted by developer MetroLoft into a 1,600-unit residential complex, suffered a severe buckling of its support columns on the 21st floor on July 7. The incident triggered an immediate evacuation and emergency shoring operations by the New York City Department of Buildings (DOB).

Design vs. Reality

According to GACE Consulting Engineers, the firm responsible for the structural design, the columns that buckled were supposed to be reinforced with steel plates to handle the additional weight of a 10-story vertical expansion. Chris Behan, a principal engineer at GACE, stated definitively that the structure was not reinforced according to the required specifications.

Gothamist’s review of structural drawings confirms that the columns were designed to be boxed in with steel to support 13 stories of the building. However, onsite photos of the contorted columns show an absence of this reinforcement. Independent structural engineers noted that the deformation observed is far beyond what would be expected had the building been correctly reinforced.

Regulatory and Safety Questions

The failure has raised significant questions regarding the oversight process in New York City’s construction sector. While the DOB has launched an investigation, it has faced criticism for initially posting a complaint summary that blamed the incident on “inadequate reinforcement” before deleting it and claiming the note was inaccurate.

Questions remain regarding the role of Domani Inspection Services, the private agency hired to perform mandatory safety and welding inspections. Neither the inspection firm nor MetroLoft has provided immediate clarification on how the failure to install these critical supports escaped quality control and certification processes. The Manhattan District Attorney’s Office and the Department of Investigation are currently probing the incident to determine accountability for the safety lapses.
