Armenia’s stance in global human rights processes
Armenia’s Deputy Foreign Minister Robert Abisoghomonyan, speaking at the fourth cycle of the UN Universal Periodic Review (UPR), emphasized Armenia’s ongoing commitment to human rights protection and its international obligations.
In recent years, Armenia has faced multiple challenges, including the COVID-19 pandemic, armed conflict, and the mass displacement of the Nagorno-Karabakh population, which demanded immediate response and specialized social policies to support the most vulnerable groups.
Addressing displaced persons’ needs remains a priority
Abisoghomonyan highlighted that, in September 2023 alone, Armenia received over 115,000 refugees from Nagorno-Karabakh and has been taking all necessary steps to address their needs, including integration into the country’s education, healthcare, and social systems. He underscored the government’s continuous efforts to reform domestic frameworks to better protect the rights of vulnerable groups and meet international standards.
Ongoing legal and institutional reforms
Armenia has carried out judicial, anti-corruption, and social sector reforms in recent years, signed several key international human rights documents, and introduced new mechanisms, such as the International Arbitration and Mediation Center. These efforts aim to improve efficiency, transparency, and accountability in human rights protection.
Continued international cooperation and commitment
Abisoghomonyan reaffirmed Armenia’s dedication to cooperating with international bodies, promoting freedom of speech, protecting minorities, advancing gender equality, and supporting peace efforts. He also stressed the importance of addressing humanitarian issues related to Azerbaijan, including clarifying the fate of missing persons and addressing the situation of Armenian prisoners of war held in Azerbaijan.
