HELSINKI — The Finnish Defence Forces (Puolustusvoimat) and the state-owned railway operator VR have signed a landmark partnership agreement aimed at developing rail transport within military logistics. Announced by the Finnish Defence Forces Logistics Command, the agreement establishes a comprehensive framework for joint planning, operational coordination, and long-term infrastructure reliability to support both domestic military mobility and the deployment of allied NATO forces.
Under the terms of the agreement, VR will leverage its nationwide rail expertise, logistics network, and specialized transport capabilities to facilitate demanding heavy-equipment and troop movements under various security conditions. The strategic partnership seeks to integrate the resources of the civilian transport system into Finland’s national defence framework, aligning with the country’s comprehensive total defence concept (kokonaismaanpuolustus).
“With Finland’s NATO membership, the importance of military mobility is emphasised even more than before,” said Major General Tero Ylitalo, Commander of the Finnish Defence Forces Logistics Command. He emphasized that the alliance’s collective defence model requires Finland to possess robust capabilities to rapidly move its own troops and materiel, while seamlessly receiving and supporting allied forces.
The Finnish military regularly conducts rail transport exercises to test coordination between civilian and military actors and to ensure high operational readiness. The partnership between the Defence Forces and VR has deep historical roots, dating back to Finland’s independence in 1917. The new formal agreement modernizes this relationship to address contemporary security challenges along NATO’s eastern flank.
Eljas Koistinen, Director of Logistics Operations at VR, highlighted that the agreement strengthens operational reliability and enhances Finland’s security of supply. By preparing civilian rail systems for defense readiness, the partnership ensures that heavy military equipment can be deployed rapidly across Finland’s vast northern terrain, which shares a critical 1,340-kilometer border with Russia. This integration is seen as a vital step in bolstering NATO’s logistics and deterrence posture in the Baltic and Nordic regions.
