CHANDIGARH (Azat TV) – Haryana Chief Minister Nayab Singh Saini has unveiled a comprehensive package of measures in the latest state budget aimed at significantly strengthening the Haryana Police force, enhancing public safety, and fostering a more peaceful community. The reforms, announced on Monday in the Vidhan Sabha, include the introduction of body-worn cameras for officers, the establishment of new specialized police units, and a dedicated quota for Agniveers in police recruitment, signaling a strong commitment to modernizing law enforcement and improving services for the common man.
The budget proposals for 2026-27 reflect an increased allocation for the police department, with revised estimates rising by 7.21 percent to Rs 8,475.01 crore from Rs 7,904.99 crore in 2025-26. These initiatives are poised to bolster crime detection and prevention capabilities across Haryana, a state in north-central India known for its rich history and cultural heritage.
Enhancing Transparency and Accountability in Haryana Police
A cornerstone of the new budget is the push for greater transparency and accountability within the Haryana Police. Chief Minister Saini announced plans to equip all police personnel deployed on roads with body-worn cameras over the next three years, with 5,000 cameras slated for procurement in the upcoming year. This measure will ensure that all activities of police personnel while on duty are recorded, providing an objective record of interactions and fostering public trust. In a move to incentivize exemplary service, police personnel who bravely confront criminals will be granted out-of-turn promotions, while those found guilty of misconduct or negligence will face exemplary punishment.
Furthermore, the Chief Minister proposed the establishment of new women’s police stations to address gender-specific crimes and provide a more accessible environment for female victims. This aligns with the broader goal of making police services more responsive and empathetic to the needs of all citizens.
Strengthening Security and Crime Prevention
To combat evolving security threats, the Haryana government will constitute an Anti-Terrorist Squad (ATS) under an officer of the rank of Inspector-General of Police. Two ATS police stations will be established, one in Gurugram and another in Panchkula, with an initial allocation of Rs 35.5 crore. Provision will also be made for the inclusion of women commandos within the ATS, reflecting a progressive approach to specialized law enforcement. These steps are designed to effectively deal with and prevent terrorist activities, ensuring the safety and security of the state’s residents.
The budget also includes provisions for establishing three new cybercrime police stations in Sonipat, Gohana, and Bahadurgarh. This expansion is critical in an era of increasing digital crime, allowing Haryana Police to better investigate and prevent cyber offenses that impact individuals and businesses alike.
Modernizing Police Infrastructure and Recruitment
Beyond operational enhancements, the budget emphasizes significant upgrades to police infrastructure and recruitment policies. Chief Minister Saini announced a 20 percent reservation in various police posts for Agniveers returning after service in the Indian Army. Additionally, a special recruitment drive will be undertaken next year to induct 1,300 Agniveers into the Haryana Police, recognizing their discipline and skills. This initiative not only provides a structured career path for ex-servicemen but also injects highly trained individuals into the police force.
In terms of physical infrastructure, modern buildings and related facilities will be developed on 107 acres of land in Sangel village, Nuh, for the Indian Reserve Battalion. The state also plans to build district jails in Fatehabad, Charkhi Dadri, and Panchkula, along with a high-security jail in Rohtak. All jails will be equipped with modern technical equipment to prevent criminals from contacting their associates outside, and body-worn cameras will be purchased for jail wardens to monitor activities within the facilities, ensuring a more secure and controlled environment.
The array of measures announced in the Haryana budget underscores a strategic effort to enhance public safety through technological advancement, specialized units, and focused recruitment, reflecting the state’s commitment to a proactive and modern approach to policing.
