NEW YORK (Azat TV) – The Institute of Electrical and Electronics Engineers (IEEE), a prominent global professional organization, continues to play a pivotal role in shaping technological advancements and fostering innovation across various fields. Through its extensive network of publications, conferences, and standardization initiatives, IEEE remains a critical platform for engineers and technologists to share expertise and advance the frontiers of science, notably impacting areas from academic research dissemination to the cutting-edge development of immersive technologies like 3D video compression.

IEEE Publications: A Nexus for Academic Research

IEEE’s commitment to high-quality technical literature is evident in its array of journals, which serve as essential venues for academic and industry research. One such publication, IEEE Access, was recently highlighted in an analysis by The Daily Pennsylvanian examining the research output of the University of Pennsylvania. The review, which included 12 top scientific research journals, underscored the significance of platforms like IEEE Access in disseminating impactful findings.

Over the past year, Penn-affiliated researchers published nearly 400 original research articles across these selected journals, with a substantial portion originating from the Perelman School of Medicine. Michael Beauchamp, Vice Chair for Research and professor in Penn Medicine’s Neurosurgery Department, emphasized the critical role of publication success in securing funding and career advancement for researchers, noting that the choice of journal often dictates the visibility and impact of scientific work. While the broader academic publishing landscape faces challenges, including federal funding cuts and debates over open-access fees, IEEE journals continue to provide robust platforms for researchers to showcase their work and contribute to the global knowledge base.

Pioneering 3D Video Compression Through IEEE Conferences

IEEE conferences are crucial for presenting and discussing emerging technologies, providing a forum for researchers to unveil groundbreaking work. A notable example is the research presented at the IEEE VR 2025 conference by Xuemei Zhou, whose PhD thesis focused on ‘Human-centric quality assessment and visual attention modeling for point clouds.’ Zhou’s work, supervised by CWI’s DIS-group leader Professor Dr. P. S. Cesar Garcia and Dr. I. Viola, addresses the burgeoning demand for high-quality volumetric video in immersive experiences such as videoconferencing and 3D remote communication.

Volumetric video, characterized by millions of data points per second, presents significant challenges for real-time streaming and compression. Zhou developed several objective quality metrics grounded in human perception, including M3-Unity and Visam-PCQA, and created datasets like QAVA-DPC and TF-DPC to model visual attention in virtual reality (VR) environments. Her research, which secured second place in the 2025 Point Cloud Quality Assessment Grand Challenge at the International Conference on Image Processing (ICIP), has direct practical implications for eXtended Reality (XR), telepresence, and remote communication. By integrating human perceptual factors, her algorithms enable more efficient bandwidth use and a more seamless end-user experience.

IEEE’s Enduring Role in Global Standardization

Beyond publications and conferences, IEEE plays a critical role in international standardization efforts, which are essential for the interoperability and widespread adoption of new technologies. Zhou’s PhD research exemplifies this commitment, as she actively contributed to international standardization bodies such as MPEG and ITU. This involvement ensures that her findings in 3D data modeling help shape the future of global media formats, influencing how next-generation immersive content is created, transmitted, and consumed.

The IEEE, which formed in 1963 from the amalgamation of the American Institute of Electrical Engineers and the Institute of Radio Engineers, maintains a global footprint with corporate offices in New York City and an operations center in Piscataway, New Jersey. Its organizational units, such as IEEE-USA, specifically support the career and public policy interests of its members. The organization’s members are at the forefront of bringing electricity to communities, designing climate solutions, and improving lives through practical innovation, underscoring IEEE’s broad societal impact.

As technological landscapes rapidly evolve, IEEE’s continuous provision of platforms for research, professional development, and standardization remains indispensable, ensuring that foundational and emerging innovations are rigorously vetted, widely disseminated, and cohesively integrated into global technological frameworks.
