Burgum echoed President Trump’s assertion that the damage to the pool’s liner was caused by vandals, citing “multiple gashes” that he claims total 350 feet. While the administration has pointed to these incidents to explain the peeling coating, the explanation has been met with skepticism. Investigative reports have highlighted potential installation failures, such as improper “tie-in” details between daily spraying sessions and the potential covering of expansion joints, which experts suggest could lead to structural cracking and water ingress.

Authorities have arrested several individuals in connection to the damage, including former Olympic athlete David Hearn, who faces felony charges for property destruction. Hearn’s legal team, led by Norm Eisen and Mary Dohrmann, has characterized the charges as a “concocted narrative” and an abuse of government power.

Congressional Oversight and Financial Stakes

The project, which exceeded its original contract budget by $4 million, is currently under investigation by a coalition of Democratic lawmakers. House Oversight Committee members, including Rep. Robert Garcia, have demanded documentation regarding the no-bid contracts awarded to firms with ties to the administration, specifically Green Water Solutions and Atlantic Industrial Coatings.

Burgum defended the expenditures as a “small number” in the context of the broader 250th-anniversary celebrations.
