Massie’s resolution outlines eight distinct articles of impeachment, arguing that Hegseth has repeatedly bypassed Congress. The central grievance involves the war with Iran, which Massie contends has continued for more than 90 days without explicit legislative authorization, in direct violation of the War Powers Resolution. NPR reports that the administration justifies the conflict as a necessary measure to prevent Iran from obtaining a nuclear weapon, a claim contested by experts who note that Iran was not close to developing such capabilities when the conflict began six months ago.
Allegations of Constitutional Abuse
Beyond the Iran conflict, the articles of impeachment detail a broad range of grievances against the Pentagon chief. The resolution accuses Hegseth of ignoring laws designed to minimize civilian casualties, specifically citing a U.S. strike on a school in Minab, Iran, that resulted in over 168 fatalities. Other charges include the “extrajudicial killing” of 221 people suspected of drug trafficking at sea and the retaliatory targeting of political critics, including Democratic Senator Mark Kelly.
Massie also included charges related to the capture of former Venezuelan President Nicolás Maduro and a sustained bombing campaign in Yemen. In his statement on the House floor, Massie argued that the Secretary has abused his office to ignore congressional mandates, kidnap foreign leaders, and suppress free speech, concluding that “Congress must not turn a blind eye to Secretary Hegseth’s unconstitutional and illegal actions.”

Under House rules, the chamber is required to act on the impeachment resolution by this Thursday. This creates a high-pressure timeline, as the House is scheduled to adjourn for an extended recess immediately following this week’s session. Pentagon press secretary Kingsley Wilson dismissed the allegations in a statement to NPR, describing Hegseth as a “transformative leader” and asserting that the Department of Defense remains “unified behind the Secretary’s vision.” The resolution is expected to garner significant support from Democratic lawmakers, potentially complicating the path forward for the Republican leadership in the Senate should the articles pass in the House.
