A morning immigration enforcement operation in North Hollywood on Friday, Oct. 30, 2026, has drawn sharp condemnation from city and congressional leaders after cellphone footage captured an agent pointing a handgun directly in the face of a bystander. The confrontation unfolded around 8:30 a.m. near the Ivy Apartments on Otsego Street and Vineland Place, where witnesses and video recordings showed masked U.S. Immigration and Customs Enforcement officers detaining a man later identified by his family as 27-year-old Angel Luis Gonzalez Lobo, a Venezuelan national ABC7 reported.

The incident escalated rapidly when a neighborhood resident walking two dogs approached the active scene and questioned the officers. According to video footage and local accounts reported by NBC Los Angeles, the bystander briefly picked up an unknown item from the ground before two agents rushed him. One agent shoved the man into nearby bushes while drawing a handgun and pointing it at his face. The bystander immediately discarded the item, and the agent withdrew.

Witness Accounts and Escalation on Otsego Street

Residents living near the complex described a chaotic scene. Damari Butler, who filmed the interaction from his fifth-floor balcony, said the agents moved in quickly without verbally identifying themselves or asking for identification before tackling the primary target into the bushes. Butler recounted watching the second agent confront the dog walker, noting that the close-quarters escalation left him fearing for the bystander’s safety.

As the confrontation continued, the dog walker retreated into the street, shouting at the agents. Video footage shows one officer approaching him a second time with what witnesses identified as a pepper spray canister, prompting the man to run down the street as he discarded another object.

Political Fallout and Investigations

The viral video triggered immediate political fallout across Los Angeles. Mayor Karen Bass issued a statement condemning the operation as unacceptable, announcing that she is engaging the California Attorney General’s Office to investigate and prosecute potential wrongdoing by the federal agents. Bass also referred the matter to the office of U.S. Representative Robert Garcia, the ranking Democrat leading oversight on federal immigration enforcement abuses according to NBC Los Angeles.

Local congressional representation also sharply criticized the operation. U.S. Representative Luz Rivas called the footage horrifying, accusing ICE of violating fundamental community safety in the San Fernando Valley. Representatives from the Department of Homeland Security did not immediately respond to media inquiries regarding the specifics of the operation or the conduct of the agents involved.
