Registration Challenges Amid Strategic Intake Cuts
Data released by Singapore’s Ministry of Education (MOE) on Wednesday, July 15, 2026, confirms that 35 primary schools were oversubscribed during the Phase 2A registration exercise. Of these, 31 schools are required to conduct balloting to manage admissions, a process triggered when the number of applications exceeds available vacancies.
The Phase 2A exercise, which concluded on July 10, is reserved for children whose parents or siblings are alumni, staff members, or individuals involved in the school’s management or advisory committees. It also includes children from MOE kindergartens located within these primary schools.
The competitive landscape this year is influenced by a strategic decision by the MOE to reduce Primary 1 intake across most schools. According to the ministry, these cuts are intended to account for falling student cohort sizes expected in 2027 and beyond, aiming to minimize the need for future school mergers or relocations while maintaining a balanced geographical distribution of facilities.
Balloting and Priority Admission
Balloting is an essential mechanism for ensuring equitable access. Priority is strictly tiered based on citizenship and proximity to the school. Singaporean citizens living within 1km of a school are given first preference, followed by those within the 1km-2km radius, and finally those residing further than 2km. Permanent residents are categorized under similar distance-based criteria but follow citizens in the admission hierarchy.
Among the most competitive institutions, Red Swastika School reported 88 applicants for 24 available spaces. Other notable schools requiring ballots include Princess Elizabeth Primary School and Shuqun Primary School. While some schools, such as Jing Shan and Nan Hua, remain oversubscribed, they will not undergo balloting as they have limited their intake to specific resident profiles.
The MOE noted that 143 schools, representing approximately 80% of those with vacancies, did not require balloting during this phase. Families awaiting results for balloted schools will receive updates on July 17, with the registration process for Phase 2B scheduled to begin on July 20.
