Streamlining SME Financing

The government of Uzbekistan is set to launch a comprehensive digital lending platform on July 1, 2026, designed to simplify the financing process for small and medium-sized enterprises (SMEs). The initiative, part of the broader ‘Comprehensive Small Business Support Programme,’ will allow entrepreneurs to submit loan applications to multiple commercial banks through a single, unified online system.

By centralizing the application process, the government aims to reduce administrative hurdles and foster greater competition among lenders. This move is a strategic effort to support a sector that currently accounts for more than half of Uzbekistan’s gross domestic product.

AI Integration and Lending Limits

Beyond the digital platform, the government is integrating artificial intelligence into its financial ecosystem. Commercial banks will utilize AI-powered tools to offer business advisory services, providing entrepreneurs with tailored recommendations based on local economic profiles and growth potential.

The reform also addresses liquidity concerns by increasing the threshold for unsecured loans. The maximum limit for such loans will double from 100 million soums (approx. $8,350) to 200 million soums (approx. $16,700) for entrepreneurs with a positive credit history.

Incentives for Innovation

To further drive modernization, the Entrepreneurship Development Company is expanding its interest-rate subsidies for loans up to 5 billion soums. Additionally, the government will award grants of up to 300 million soums to the top 100 performing entrepreneurs annually. These funds are designated for business digitalization, the adoption of international quality standards, and the implementation of environmentally sustainable technologies.
