Institutional Leadership Recognized
The 2026 National Day Awards have highlighted a focus on long-standing institutional stability and the evolving role of multinational partnerships in Singapore’s economy. Chief Justice Sundaresh Menon and former Council of Presidential Advisers (CPA) chairman Eddie Teo have been conferred the Order of Temasek (With Distinction), the Republic’s highest civilian honour. These awards, part of a list of 7,491 recipients, underscore the government’s emphasis on judicial integrity and public service continuity.
Chief Justice Menon, 64, who is set to step down in February 2027, has been recognized for his 14-year tenure, during which he oversaw significant structural reforms, including the establishment of the Appellate Division of the High Court and the Singapore International Commercial Court. His work in promoting therapeutic justice within Family and Youth courts has also been a focal point of his legacy.
Eddie Teo, 79, brings a career spanning over five decades to his recognition. His leadership at the CPA was notably marked by his role in navigating the historic $40 billion withdrawal from the nation’s past reserves during the Covid-19 pandemic, a move that provided the necessary fiscal buffer to protect employment and stabilize the economy without incurring massive public debt.
The Evolving Role of Multinational Leadership
A notable shift in this year’s awards is the increased visibility of multinational corporation (MNC) leaders among the recipients of the Public Service Star. Larry Fink (BlackRock), Michael Farrell (ResMed), and Patrice Caine (Thales) were among the 56 recipients of this award. This recognition reflects the Monetary Authority of Singapore’s (MAS) strategy to anchor senior leadership and specialized investment capabilities within the city-state.
For BlackRock, the award acknowledges its role as the largest asset manager in Singapore by headcount, serving as a hub for risk analytics and infrastructure investment. Similarly, ResMed’s integration into the local innovation ecosystem and Thales’ expansion of its digital identity and cybersecurity hubs illustrate a deliberate policy to tie global corporate interests to Singapore’s industrial and technological roadmap.
Broadening the Scope of Service
Beyond the top-tier awards, the Distinguished Service Order was presented to five individuals whose contributions span diverse sectors, including land transport, aviation, and community harmony. LTA chairman Alan Chan was recognized for improving rail reliability, while former CAAS chairman Edmund Cheng was honored for his role in the aviation sector’s pandemic recovery. The list also included Ustaz Mohamad Hasbi Hassan, a key figure in religious rehabilitation and social harmony, and master potter Iskandar Jalil, whose work has defined contemporary ceramics in Singapore.
