An extensive investigation by the Environmental Working Group (EWG) has revealed that Iowa’s official regulatory database of animal feeding operations fails to document thousands of active livestock facilities. This discrepancy has sparked intense policy debates over the state’s escalating manure burden and its direct contribution to severe water pollution and public health crises across the region.
By conducting a comprehensive, year-long review of satellite imagery, aerial photographs, and public records current through July 2025, EWG researchers identified 15,309 active livestock facilities across Iowa. This total exceeds the Iowa Department of Natural Resources (DNR) official database by more than 4,000 operations, which lists roughly 11,000 facilities. The findings indicate that a massive portion of the state’s livestock infrastructure operates entirely outside the primary regulatory tracking system, leaving millions of tons of animal waste unaccounted for in official state planning.
The Regulatory Gap: Tracking vs. Reality
The stark difference between the two inventories does not necessarily indicate administrative negligence, but rather highlights a fundamental structural gap in how livestock operations are defined and regulated. In an official statement, the Iowa DNR clarified that its animal feeding operation database is updated daily but was designed specifically to administer existing state and federal regulations. Consequently, the state’s inventory excludes small confinement operations and open feedlots that fall below the statutory thresholds requiring state or federal oversight.
In contrast, the EWG investigation sought to map the state’s entire agricultural footprint. While the DNR database generally tracks facilities with more than 300 “animal units,” the EWG study included any facility holding at least 50 animal units. Under the Environmental Protection Agency’s (EPA) standardization, one animal unit represents 1,000 pounds of live weight—equivalent to one beef cow, approximately 2.5 hogs, or 125 chickens. By lowering the threshold to capture smaller operations, EWG researchers demonstrated that even unregulated sites collectively exert massive environmental pressure on Iowa’s watersheds.
“We really thought it was vital to know where all animal feeding operations are located in Iowa and where manure is likely being produced in order to understand the full view of the impacts of this manure on water quality and public health,” explained Anne Schechinger, senior director of agriculture and climate research at EWG and a co-author of the study.
Consolidation and the 107-Million-Ton Waste Burden
The EWG mapping project also documents a rapid consolidation within Iowa’s livestock sector. Researchers identified 4,444 large facilities (those with 1,000 or more animal units) in 2025, representing a 12.9% increase from the 3,936 large operations documented in a similar 2019 analysis. While the study did not verify whether individual existing facilities expanded, the overall rise in large-scale operations highlights a shifting landscape dominated by industrial-scale farming.
This consolidation has resulted in an unprecedented volume of agricultural waste. Utilizing industry-standard estimation models based on animal types and facility capacities, the study calculated that Iowa’s livestock operations generated a staggering 107.6 million tons of manure in 2025. To put this figure in perspective, it equates to approximately 33 tons of animal waste per Iowa resident annually.
Hog production remains the primary driver of this waste, accounting for 66% of all facilities identified—a reflection of Iowa’s status as the leading pork-producing state in the United States. Furthermore, waste production is increasingly concentrated. Large facilities with at least 1,000 animal units comprise just 29% of the state’s total operations but generate approximately 60% of the total manure output.
Severe Public Health and Municipal Water Impacts
Because the vast majority of livestock manure is applied to nearby agricultural fields as fertilizer, the sheer volume of waste presents a continuous runoff risk. Excess nitrogen and phosphorus from manure frequently leach into groundwater and run off into surface waters, driving up nitrate concentrations in municipal drinking water supplies.
Elevated nitrate exposure carries severe health risks. It is a known cause of methemoglobinemia, or “blue baby syndrome,” a life-threatening condition that restricts oxygen transport in the blood of infants. Additionally, emerging epidemiological studies have linked chronic nitrate exposure to an increased risk of colorectal and other cancers, though research into the exact exposure thresholds continues.
The tangible consequences of this pollution are already straining Iowa’s public infrastructure. According to the Iowa DNR’s 2025 Public Drinking Water Program Annual Compliance Report, nitrate concentrations exceeding the EPA’s safe drinking water standard of 10 milligrams per liter were the most common health-based violations in the state. The report documented 36 distinct nitrate violations across 13 public water systems, directly affecting 2,479 customers and accounting for 41% of all health-based water violations recorded that year.
Central Iowa’s municipal water systems have faced unprecedented operational strain. During the summer of 2025, nitrate levels in the Des Moines and Raccoon rivers reached near-record highs, forcing officials to implement the first-ever lawn watering ban in the Des Moines metropolitan area. High nitrate levels persisted through the winter, requiring Central Iowa Water Works to operate its expensive nitrate removal facility in January 2026 before issuing another temporary watering ban in the summer of 2026.
Political Gridlock and the Push for Reform
The publication of the EWG inventory has re-energized a long-standing political debate over whether Iowa’s regulatory oversight is sufficient to manage the scale of its industrial agriculture. State Senator Art Staed, a Cedar Rapids Democrat, has repeatedly introduced legislation aimed at tightening water-quality protections, including proposals for a moratorium on new large-scale livestock operations until state water quality metrics improve.
However, these legislative efforts have consistently failed to gain traction in Iowa’s Republican-controlled Legislature, where agricultural lobbying groups hold significant influence. “There are a lot of things that can be done,” Staed noted, advocating for stricter manure management requirements, increased fines for polluters, and mandatory public registries detailing exactly where manure is applied. “We need to have the records so people can see where it’s being spread and how much is being produced.”
Advocacy groups are also demanding federal intervention. Tarah Heinzen, legal director for Food & Water Watch, strongly criticized the state’s current oversight. “Iowa’s deliberate head-in-the-sand approach to factory farm regulation is failing public health and the environment,” Heinzen stated. Her organization is calling for a major policy shift, including requiring industrial livestock operations to obtain National Pollutant Discharge Elimination System permits under the federal Clean Water Act, mandating agricultural best management practices, and securing permanent funding for comprehensive statewide water quality monitoring.
