Regulatory Update: The TPO Restriction
New cosmetics regulations took effect in Great Britain on August 15, 2026, placing restrictions on the use of trimethylbenzoyl diphenylphosphine oxide (TPO) in nail products. Contrary to social media claims suggesting a total ban on gel manicures, the regulations target only the chemical ingredient itself, not the professional service or the practice of UV-cured nail treatments.
TPO has historically served as a photoinitiator, a crucial component that allows gel and builder-gel products to harden under UV or LED light. The chemical was classified as a Category 1B reproductive toxicant under the UK’s Mandatory Classification List in February 2025, triggering a precautionary regulatory response by the Office for Product Safety and Standards.
What the Rules Mean for Salons and Consumers
The transition is being implemented in stages to allow the industry to adjust. As of August 15, 2026, manufacturers and importers are prohibited from placing new cosmetic products containing TPO onto the Great Britain market. Distributors and retailers have until February 14, 2027, to cease the sale of any existing stock containing the ingredient.
For professional nail technicians, the rules provide a specific pathway for existing inventory. According to guidance from the Cosmetic, Toiletry and Perfumery Association (CTPA) following consultations with Trading Standards and the National Hair & Beauty Federation, professionals may continue to use TPO-containing products they already own after the February 2027 deadline until that specific stock is depleted. However, they are prohibited from purchasing new TPO-containing supplies once the cutoff date arrives.
Consumers seeking gel or BIAB (Builder in a Bottle) services do not need to alter their appointments. The industry has already begun shifting toward alternative photoinitiators, such as TPO-L and BAPO, which provide similar curing performance without the TPO classification. Clients concerned about product ingredients are encouraged to ask their technicians directly if their current product range is TPO-free.
Geographic and Regulatory Distinctions
It is important to note that these regulations apply specifically to England, Scotland, and Wales. Northern Ireland operates under a different framework, adhering to the EU Cosmetics Regulation. Consequently, the EU-wide ban on TPO in cosmetic products has been in effect in Northern Ireland since September 1, 2025.
