The Ukrainian Air Force confirmed that a “serious shortage” of interceptor missiles prevented the military from neutralizing 23 incoming ballistic projectiles during the Sunday night assault.

While Ukrainian defenses successfully intercepted a majority of the 351 strike drones and dozens of cruise missiles launched by Moscow, the inability to stop ballistic threats left residential areas vulnerable. “We are capable of doing everything else ourselves,” Zelensky stated at the NATO summit in Ankara, emphasizing that Patriot systems remain the only viable defense against ballistic projectiles currently stockpiled by allies.

Diplomatic Stakes in Ankara

The urgency of the humanitarian crisis in Kyiv has set the tone for the NATO summit. President Zelensky is expected to hold high-level meetings on the sidelines of the summit, including a potential discussion with US President Donald Trump. The alliance is currently navigating internal tensions, with the US administration demanding that members increase defense spending to 5% of GDP “immediately.”

European officials, including European Commission President Ursula von der Leyen, have acknowledged that the provision of air defense to Ukraine is a top priority for the summit. The conflict has reached a new intensity, with Russia targeting residential infrastructure in retaliation for Ukrainian long-range strikes on Russian energy facilities and oil refineries, including a recent strike on the Omsk refinery located 2,414 km from the border.

Military Realities

The ongoing aerial campaign has left the civilian population exhausted. In Kyiv, emergency services continue to clear rubble from destroyed apartment blocks where 56 people were injured. The struggle to secure the skies remains the primary focus for Kyiv, as Russia continues to maintain significant pressure on the capital and critical infrastructure. The summit in Ankara comes at a pivotal moment, as European leaders debate how to backfill defense gaps left by the US while managing a shifting geopolitical landscape within the alliance.
