The United States Department of State and Department of the Treasury announced a broad package of sanctions targeting entities and individuals in Russia and Iran involved in military procurement and weapons transport, according to a U.S. Department of State release. The designations focus on disrupting supply chains that sustain Iran’s conventional arms programs and support military cooperation between Moscow and Tehran in defiance of renewed United Nations restrictions.
The actions coincide with the one-year anniversary of the reimposition of UN sanctions and restrictive measures on Iran. Under Operation Economic Outcast, Washington has sought to dismantle procurement networks that supply Iran’s defense sector, targeting firms that facilitate arms transfers and dual-use equipment deliveries.
Targeted Entities and Supply Chains
The Department of State designated three primary entities under Executive Order 13949: Russia-based aircraft manufacturer Joint Stock Company Experimental Design Bureau Named After A.S. Yakovlev (Yakovlev), Russia-based shipping company MG-Flot Limited Liability Company (MG-Flot), and Iran-based Saha Airlines. According to U.S. officials, Yakovlev delivered equipment associated with Yak-130 combat aircraft to Iran in late 2025, utilizing Russian aircraft dispatched from manufacturing facilities in Irkutsk. These transfers brought near-complete fulfillment of a reported 24-aircraft contract.
Meanwhile, MG-Flot vessels, including the Russian-flagged roll-on roll-off motor vessel Kompozitor Rakhmaninov, were cited for transporting military equipment between Iran and Russia, including close-range ballistic missiles and air defense vehicles. Saha Airlines, affiliated with the Islamic Republic of Iran Air Force, was designated for participating in arms transport operations.
Rewards for Justice and Financial Disruption
In tandem with the corporate designations, the U.S. Department of State’s Rewards for Justice program authorized rewards of up to $15 million for information targeting the financial mechanisms of the Islamic Revolutionary Guard Corps (IRGC). The program highlights key figures within the IRGC Aerospace Force, including Brigadier General Abdollah Mehrabi, Ahmed Ja’farabadi, and Ali Asghar Norouzi, citing their roles in weapons research, logistics, and funds management for regional allied groups.
The Department of the Treasury concurrently designated ten additional entities and individuals involved in procuring weapons components for Iran’s Ministry of Defense and Armed Forces Logistics. U.S. authorities emphasize that all property and interests of the designated persons within U.S. jurisdiction are blocked, prohibiting transactions by American persons and restricting access to international financial channels.
