The Manitoba Provincial Nominee Program (MPNP) conducted its 16th selection round of 2026 on August 13, issuing 53 Letters of Advice to Apply (LAAs) for permanent residence. Unlike the high-volume draws seen throughout July, Draw #277 was strictly limited to candidates who had been directly invited by the MPNP through specific strategic recruitment initiatives.

This selection round underscores the province’s commitment to its niche recruitment pathways. The invitations were distributed across five key areas: Employer Services (15), Francophone Community (13), Ethnocultural Communities (12), Regional Communities (9), and the Temporary Public Policy (4). Notably, six of these candidates also possessed valid Express Entry profiles, allowing them to leverage the provincial nomination for an additional 600 points toward their federal Comprehensive Ranking System (CRS) score.

A Return to Targeted Selection

The modest scale of Draw #277 marks a departure from the recent surge in activity. In late July, the province issued 766 LAAs in Draw #276 and nearly 2,000 in Draw #275, which included broader occupation-specific and high-ranking candidate selections. However, the MPNP frequently alternates between mass-market draws and these narrower, initiative-based rounds. The August 13 result aligns with the program’s operational pattern from the first half of 2026, where several rounds saw fewer than 130 invitations issued.

Program officials emphasized that candidates who met the eligibility criteria but failed to receive an LAA should verify their Expression of Interest (EOI) profiles. Common disqualification reasons include missing or expired third-party language test results and invalid strategic recruitment invitation numbers. Interested applicants are encouraged to review the government’s help text to ensure their EOI data is accurate for future consideration.

Program Transparency and Next Steps

While the Skilled Worker Stream remains active, the Business Investor Stream continues to operate under a temporary suspension of EOI draws. For the Skilled Worker Stream, the MPNP maintains rigorous oversight, with data from the first half of 2026 showing that over 11,800 applications were in various stages of assessment by the end of June. With a total federal allocation of 6,239 provincial nomination spaces for the year, the province continues to balance its intake against administrative capacity and regional labor market needs.
