Key Update: EU Implements New ICS2 Import System from April 2025
The State Revenue Committee of Armenia has announced significant changes to European Union import procedures. Effective April 1, 2025, the EU will implement the Import Control System 2 (ICS2), a new customs pre-arrival security and safety system. ICS2 Requirements: Mandatory Data for Rail and Road Transport
Starting April 1, 2025, the ICS2 system will require railway and road carriers to provide detailed information about goods destined for EU countries, or passing through their territory, prior to arrival. This data must be submitted electronically via an Entry Summary Declaration (ENS). This new requirement expands the scope of pre-arrival information, aiming to enhance security and streamline customs processes.

The Entry Summary Declaration (ENS) becomes a critical document under the ICS2 regime. It is the electronic form through which carriers must submit the required pre-arrival data. Businesses need to familiarize themselves with the ENS requirements to ensure compliance and avoid delays or penalties when importing into the EU via rail or road.
Action Required for Businesses: Deployment Window and National Service Desk
Armenian businesses unprepared for the April 1, 2025 deadline are urged to take immediate action. The EU offers a “deployment window” for businesses needing more time to adapt to ICS2. To request this extension, businesses must contact the National Service Desk in the EU member state where they are registered and obtained their EORI (Economic Operators Registration and Identification) number. Requests for deployment windows must be submitted before March 1, 2025.

The European Commission is actively supporting businesses through this transition. They are hosting monthly webinars (in English) to address operational and technical queries related to ICS2.
