Crews began the multi-step reopening process at 10 p.m. Wednesday, launching a 24-hour window dedicated to re-striping the interstate, clearing heavy machinery, and restoring permanent traffic patterns. Officials noted that while initial lanes will start carrying traffic by midday Thursday, October 8, lingering ramp closures and localized cleanup operations will continue as workers finalize permanent striping and remove temporary barriers across the two-mile construction corridor.
Accelerated Timeline and Structural Upgrades
The infrastructure overhaul originally commenced on Friday, September 11, and was initially projected to span five weeks with an official completion date set for October 16. However, favorable weather conditions and minimal operational disruptions allowed round-the-clock construction shifts to finish the project roughly a week early, according to Oregon Public Broadcasting.
During the closure, workers repaired and reinforced weak foundation areas along the elevated roadway just south of the Moda Center, removed and replaced deteriorated concrete surfaces, and upgraded steel bridge joints. Additional seismic improvements included retrofitting rebar, upgrading concrete barriers and safety railings, prepping space near the Interstate 84 off-ramp to extend future merging lanes, and relocating the Morrison and OMSI exit signage for improved driver visibility.
Traffic Adaptation and What Lies Ahead
Transportation planners had initially warned that closing the vital commuter corridor could double or triple local travel times. Instead, traffic congestion remained lower than predicted as regional drivers successfully adapted their daily routines and altered travel habits over the course of the five-week project.
Even as southbound lanes return to service, ODOT officials emphasize that localized construction work in the Rose Quarter is far from finished. Single-lane overnight closures and occasional street-level disruptions will persist through next spring to support ongoing earthquake resilience upgrades and rail replacements. Furthermore, transportation authorities confirmed plans to implement a similar extended closure for northbound Interstate 5 through the Rose Quarter, tentatively slated to begin in the summer of 2027.
