The Push for Pacific Extraction

Glomar Minerals has launched a 65-day geological and biological survey in the Pacific Clarion-Clipperton Zone (CCZ), signaling an aggressive move toward deep-sea mineral extraction. Through its subsidiary, UK Seabed Resources (UKSR), the company is surveying its license areas aboard the research vessel Tangaroa. The primary objective is to secure polymetallic nodules rich in manganese, cobalt, nickel, copper, and rare earths—minerals deemed vital for defense, aerospace, and renewable energy sectors.

Chief Executive Chris Williams stated that the company aims to initiate processing before the end of the current U.S. presidential term. Facing uncertainty regarding the International Seabed Authority’s (ISA) mining code, Glomar is actively exploring alternative regulatory pathways in exclusive economic zones (EEZs) to accelerate production. The company’s “Project Infinity” plan involves a modular, scalable refinery in the U.S. designed to process 200,000 tonnes of nodules annually.

Naval Autonomy and Seabed Warfare

Simultaneously, the strategic importance of the seabed has moved into the defense sphere. The U.S. Navy recently awarded a $9.8 million contract modification to Integer Technologies and the University of Southern Mississippi, bringing total funding for their autonomous undersea software program to $24.8 million. The platform focuses on “reasoning at the edge,” allowing unmanned underwater systems to function autonomously in environments where communication is compromised. Key missions include mine detection and the inspection of critical underwater infrastructure, reflecting a growing necessity to secure the seafloor against emerging threats.

Regulatory and Environmental Tensions

The dual-track expansion—commercial mining and military mapping—faces significant scrutiny. While the Cook Islands and other nations are mapping their EEZs in collaboration with bodies like NOAA to foster responsible management, environmental groups argue that the abyssal ecosystem remains poorly understood. A 2025 study in Nature highlighted that while some biological recolonization occurs decades after disturbance, the physical changes to the seabed are persistent. The UK, which sponsors Glomar’s ISA contracts, remains officially supportive of a precautionary pause on exploitation until robust environmental standards are established.

As commercial entities like Glomar and energy developers like Cierco—which recently secured rights for the Llŷr wind projects—advance their interests, the regulatory environment remains fluid. The race to define the rules of engagement for both mining and defense operations on the seabed is now outpacing international consensus, setting the stage for significant geopolitical and ecological friction in the coming years.
